The Joe Louis Greenway is a recreational pathway that will unify Detroit’s neighborhoods, people and parks. Through this greenway, we strive to honor Joe Louis by providing equitable spaces through arts, programming, and economic opportunities for all.
The Joe Louis Greenway Neighborhood Planning Study will be a comprehensive study of the neighborhood areas adjacent to the Joe Louis Greenway. Our objective is to examine the current condition of these areas and make recommendations and implement strategies in order to support, stabilize, and develop the planning area. The Joe Louis Greenway is a major asset that the entire city will be able to use. Being that it is such a large project, we understand that it effects residents of the city at a neighborhood level. This is one of the key reasons that we are conducting the planning study. We have a chance to use this project to protect housing affordability, spur new economic development, while learning how we can support the current needs of residents, community organizations, and local businesses.
The neighborhood planning study team consists of Karen Gage, Michele Flournoy, Joseph Kemp, Daniel Stefanski, Julie Connochie, and Cassie DeWitt Ojeda.
We will be completing this planning study with our consultant selection, Interface Studio
The study will focus on targeted neighborhood areas adjacent to the Joe Louis Greenway: Westside, Dequindre Cut, Northwest, Northeast, Southwest, and Vernor. As each of these communities are unique, the team will ground the study’s findings and recommendations by those that know their neighborhoods best through a robust community engagement process.

The Joe Louis Greenway Neighborhood Planning Study is a two-year-long community planning process that seeks to answer the question, how do we best leverage the investment in the Joe Louis Greenway to create prosperity and equitable outcomes for nearby residents and businesses?
It will assess opportunities for neighborhoods to better connect to and benefit from the greenway, including studying the potential opportunities and impacts stemming from historical and systemic inequities, in order to build policies and practices that are restorative, prescriptive, and holistic.
The planning study will take place in the planning areas outlined on the planning study map, located along the JLG route. The planning study will take approximately 2 years to complete.
We will learn the ways in which we can support current and future developments in housing and economics in each of our planning areas.
Community engagement is at the forefront of our planning study process. We will host multiple meetings in each planning area in which residents, stakeholders, and local businesses can get involved in providing ideas and feedback throughout our process. During more than two years of extensive community engagement with residents around the investment and development of the greenway, we often heard them speak about the need to heal historical injustices and create spaces that serve communities of color first, as well as the need to unify our neighborhoods. The Joe Louis Greenway can serve as the anchor for those necessary equitable and meaningful investments: in addition to the construction of the greenway and park assets, additional investments from City and private partners will be made in strategies such as homeowners’ stabilization programs, affordable housing and preservation, wealth-building opportunities, workforce development, and small-business support through an equity lens.

The JLG Neighborhood Framework Planning Study held the Vacant Land Community Summit on Tuesday, August 15th at Equity Alliance. Which featured a series of workshops, presentations, and resources about transforming vacant lots alongside the Joe Louis Greenway and surrounding neighborhoods.
