The North End has experienced many transitions in recent years. As development encroaches on the area, residents need to be a part of the process of determining how the neighborhood grows into the future. The Plan should engage residents producing strategies that provide guidance on the disposition of publicly owned land, housing typology recommendations for new development that works to seamlessly merge the existing housing stock with new developments, and provide recommendations for housing stabilization of existing structures. The Plan should work to offer policy recommendations and actions to tackle affordable housing concerns being felt across the neighborhood. This Plan also seeks to identify tangible strategies to both permanently and temporarily activating Oakland Avenue, while recognizing its place in the City’s magnificent history and its potential for revitalization.
The North End planning area is bounded by East Grand Boulevard to the South, the City of Highland Park to the North, I-75 and the City of Hamtramck (northern portion of the east boundary) to the East, and Woodward Avenue to the West.

The North End planning framework will be a guiding document to support the equitable and inclusive growth and stability of the North End neighborhood. It will be created through a participatory planning process that involves residents and community members of the neighborhood over the course of 12-16 months. The final document will include goals and specific strategies that work to improve the quality of life for all current and future residents.
There will be several ways to become and remain involved and connected to this process. Participate in the many events and workshops that will take place (due to COVID many workshops and meetings may be through ZOOM), sign up to the project mailing list (link) for study updates, and contact city planning staff directly with your ideas, interests, and priorities.
Your comments, ideas, and suggestions are necessary for a successful planning process. The information gathered for the North End framework is intended to help guide city resources while developing a collective vision for the North End.
Any feedback is welcomed, however not every suggestion can nor will be implemented. A significant number of discussions most likely will occur around the following topics:
This City’s Planning and Development Department (PDD) has been actively engaging with residents, community-based organizations, and other stakeholders for many months. This process will allow the planning staff to conduct a more robust, collaborative outreach process that will include working meetings, public events, door-to-door interactions, and online platforms in order to attempt to connect with as many North End residents and community members as possible.
