The Detroit Business Opportunity Program (DBOP) certifies businesses that wish to procure with the City of Detroit. The DBOP team processes applications, maintains an online register of certified businesses, and manages the recertification process.
DBOP's mission is to increase and promote growth for Detroit’s business community through visibility, capacity building and network expansion while assisting Detroit businesses to be the driving force in Detroit’s economy.

Before submitting your application, please make sure all documents are attached and accurate. To ensure you are attaching the required documentation, please use the Detroit Business Opportunity Program Certification Checklist to confirm.

Detroit Business Opportunity Program (DBOP) Virtual Office Hours
It is the policy of the City to encourage and increase the utilization of local businesses by giving certified businesses the competitive edge needed to procure with the city of Detroit.
After you have been in business for at least one (1) taxable year, unless applying for Detroit Start-up, Woman- Owned Business Enterprise, and/or Minority-Owned Business Enterprise only.
The process for certifying a business with CRIO is the same for all certifications. The Business Certification Application is online and the business can select which certification(s) it is applying for and can upload the required documents.
After a business applies and provides all required documentation, then a site visit must occur. The site visit allows CRIO to verify the businesses’ existence and operation. Once a site visit is approved the business is then invoiced for the certification fee. Once the fee is remitted, a signed certificate is e-mailed and mailed to the business. This process takes 30 to 40 days.

Vendors pursuing a contract as a Joint or Mentor Venture must complete this agreement in its entirety, submit a copy of the Detroit Based Business Certification from the Civil Rights, Inclusion and Opportunity in Oracle as part of their RFQ packet, and submit a notarized Joint or Mentor Venture affidavit in Oracle as part of their RFQ packet.
