The U.S. Department of Housing and Urban Development (HUD) has awarded the City of Detroit a $4.2 million grant through the Pathways to Removing Obstacles to Housing (PRO Housing) program. PRO Housing is designed to provide competitively awarded funds to local and state governments to encourage the development of affordable housing by removing policy and process barriers and advancing local housing strategies
The City of Detroit plans to use these funds to complete the following activities:
Zoning Update - Complete an update to the City’s Zoning Ordinance to accommodate and encourage increased production and preservation of affordable housing
Small Buildings NOFA - Create a Small Buildings Notice of Funding Availability (NOFA) to incentivize 2-8 unit building owners to produce affordable housing
Pre Development NOFA - Expand a Pre Development Notice of Funding Availability (NOFA) to support site readiness for affordable housing developments
Pre Permitted Housing - Incentivize infill housing production on publicly owned land by creating residential housing plans that are pre-approved by the City of Detroit and can be built with expedited site plan review and permitting
